This morning pickhits revealed a tool that I've always wanted, PurpleSlurple. So you want to reference the 23rd paragraph of a web page, but that paragraph doesn't have an anchor? Just run the page through PurpleSlurple and next thing you know you're referencing with style.
As a technical aside, I wish that the web community would standardize on some combination of URLs and XPath references such that I could select any section of a page and the context menu would offer to "Copy Path to Clipboard" a specification which other browsers could use to take people to that exact selection. Sure, it would be tricky for each browser to figure out what I'm selecting in the DOM, but even if it only worked for XPath text ranges it would be damn handy.
